Policy. Ranchers play a vital role in our Nation's food supply chain and cultural heritage. These hardworking Americans ensure that our country has a reliable domestic source of high-quality animal protein products, and a secure, plentiful domestic ranching industry vindicates this country's food security. But the national herd is at a 75-year low, while consumer demand for beef has grown almost 10 percent over the past decade. My Administration has already acted to support ranchers by, for example: enforcing voluntary ``Product of USA'' labeling to give American ranchers the recognition they deserve for producing in the United States; mapping over 2 million additional acres of grazing land managed by the Department of the Interior and identifying...

Executive Order 14425 is mostly sound but has minor tensions regarding federal overreach into state wildlife management and potential due process concerns with depredation claims. It largely respects enumerated powers and individual sovereignty.
-
✓ Passes · Enumerated powers
The order directs executive agencies to review regulations, manage federal lands, and consider delisting under the Endangered Species Act—all within the President's Article II executive authority and Congress's delegated powers under the Commerce Clause (Article I, Section 8, Clause 3) and the Property Clause (Article IV, Section 3, Clause 2). The order does not create new law but directs lawful a… -
✓ Passes · Bill of Rights
No provision of the order infringes on speech, religion, assembly, press, petition, arms, quartering, search and seizure, self-incrimination, due process, takings, fair trial, jury, cruel and unusual punishment, unenumerated rights, or reserved powers. The order does not target any protected activity or class. -
✓ Passes · Individual sovereignty
The order supports ranchers' property and livelihood by reducing regulatory burdens and addressing predation. It does not restrict individual freedom; rather, it aims to enhance voluntary economic activity. No compelling constitutional justification is needed because no restriction is imposed. -
✗ Concern · Decentralization
The order fails the decentralization test on two questions: (1) Individuals and families cannot handle wolf predation or national labeling standards alone—this requires collective action. (2) Local communities could manage wolf predation and labeling, but the order centralizes decision-making at the federal level. (3) States could handle wolf management and labeling, but the order directs federal … -
✗ Concern · Due process and takings
Section 3(d) directs agencies to consider revising depredation claim procedures, including 'additional factors beyond subcutaneous hemorrhaging.' While this aims to improve accuracy, it could lower evidentiary standards for lethal removal of wolves, potentially depriving property owners of due process in defending their livestock. The order does not specify fair notice or hearing requirements for …

Corrected SI Executive Order: Lawful Rancher Support Within Current Authority
Support American ranchers through regulatory review, predator-loss relief, grazing access, possible country-of-origin labeling for beef, and lower consumer prices.
Bipartisan rationale: VFA assesses this corrected executive approach would give Republicans and conservatives a concrete gain: faster predator-loss decisions, grazing access review, and regulatory relief with clear accountability and fiscal restraint. VFA assesses it would give Democrats and progressives a concrete gain: science-based species decisions under existing law, public reporting, consumer price attention, and protection against arbitrary takings. Both sides gain by keeping lawmaking in Congress while the executive acts only within current statutes.
