The Constitution Index

A constitutional grade, A to F, for every bill in the current Congress that has an official Congress.gov summary and for every executive order, graded against the U.S. Constitution under one published rubric. New measures are graded within a day of their official text or summary appearing. Grades are never overwritten: when the official source changes, a new grade supersedes the old one and both stay on the record.

SI-generated grade · passed automated checks (real Constitution citation, language rules) · not individually reviewed by a person. A grade is an assessment under our rubric, not a legal ruling. Methodology →  ·  Report an error: hello@valuesforamerica.com

“Measures that passed a roll call”

Every measure with a recorded passage, adoption, concurrence or veto-override roll call, by Congress, and how many the Index has graded. Past Congresses are graded after the current one each day, so their coverage grows steadily. Member pages show each member’s record by Congress.

Members of Congress

“Constitutional Voting Record”

Every recorded roll-call vote on the passage or adoption of a graded measure is attached to that measure’s current grade. Each member’s profile shows the counts of Yea and Nay votes by grade band (A–B, C, D–F) with a link to every vote. Shares are shown only for members with at least 10 counted votes across at least 5 graded measures (529 of 530 members with any counted vote so far). Procedural and amendment votes are not counted. These are factual aggregates of public votes, not an endorsement of any member; the Scoreboard ranks members on them.
