Six modules. One shared spine.
Every module writes to the same provenance log, grades through the same Constitutional Grading Engine, routes through the same attestation gate, and produces action packets using the same delivery layer. You cannot understand any single module without understanding the spine.
The constitutional spine
“Four shared systems”
Every module depends on these. If any one is compromised, the whole platform is compromised. They are intentionally simple, auditable, and enforced at the database level.
Constitutional Grading Engine
A single shared Celery task called by every module. Five checks: enumerated powers, Bill of Rights, individual sovereignty, decentralization (4-question test), due process / takings. Implemented once. Never re-implemented.
Provenance Log
Every AI call, every data ingest, every agent step writes here. If a finding exists, the full evidentiary chain that produced it exists. If it doesn't log, it doesn't ship.
Attestation Gate
No action packet sends without a corresponding attestation record. Enforced at the database constraint level — all three citizen checkboxes must be True. DOJ referrals require a second attestation from a licensed attorney.
Action Packet Layer
Every module produces output through the same delivery pipeline — letters, petitions, IG referrals, DOJ referrals, media briefs. Same templates, same attestation requirements, same tracking.

“How the modules connect”
Each module is a door into the system. Once inside, the modules write back to one another — a Navigator case reveals a conflict → written to the Intelligence Layer → raises the actor's score → triggers a scoreboard re-rank → constituent alerts fire. The interconnection is the point.

Module specifications
“Six doors, one system”
Public Intelligence Layer
Accountability backbone. Feeds every other module.
Ingests: Congress.gov, FEC, OpenSecrets, STOCK Act portals, USASpending, Open States, ProPublica, PACER, agency regulatory filings. Produces: actor scorecards, conflict-of-interest maps, flip-flop trackers, pattern alerts, accountability scores. A clean score on incomplete data is more dangerous than no score at all.
Bureaucracy Navigator
Grievance → Action Packet in four agent steps.
Navigator classifies the issue and maps jurisdiction. Investigator pulls live evidence from public records. Governance Gate checks policy, confidence, and abuse risk (mandatory stop, cannot be bypassed). Analyst + Action Router scores the case and drafts the packet. The decline branch exists for a reason.
Policy Portal
Plain English → Formalized Proposal → Community Vote → Push Engine.
Five AI enhancement jobs on every proposal: Formalization, Constitutional Grading, Counterargument, Impact Scoring, Precedent Check. Dual score display (Community Score + Constitutional Grade) is always separate, never merged. F-graded proposals are NEVER removed. Censoring unconstitutional proposals would itself be a rights violation.
Republic Vote
A parallel citizen vote on every state and federal bill.
Only verified in-state residents count toward consensus. Calculates per-bill divergence (gap between legislator vote and citizen vote), per-state Representation Grade (A-F, rolling 90-day window), and cross-state Unity Index per policy topic. When the Unity Index shows <50% alignment, the Constitution's answer is the Tenth Amendment.
Ideas Hub
Structural vision larger than any single policy.
Every big idea is decomposed into: vision, first principles, components, caveats paired with concrete mitigations, implementation phases with budgets and success metrics, multi-source funding model, and citizen endorsements. No serious idea is risk-free. Every risk is surfaced explicitly and paired with a specific mitigation.
Legislative Push Engine
Proposal or finding → real legislative action under citizen attestation.
Five qualifying gates: Constitutional Grade A or B, verified upvote minimum (jurisdiction-scaled), district spread ≥40%, verified account ratio ≥70%, no active manipulation flags. Four delivery channels: Legislator letter, formal petition, ballot initiative, IG referral. The platform is a paralegal, not a lobby.
Offensive accountability doctrine
“Eleven tools. One gate. No sequencing.”
When a confirmed primary-source finding clears the evidence gate and carries a Constitutional Grade C or worse, eleven accountability tools become simultaneously available: public record broadcast, live scoreboard, year-round voter scorecard, media brief, ethics complaint, IG referral, FOIA blitz, name-and-shame page, challenger packet, recall campaign, DOJ criminal referral.
No sequencing. No waiting rooms. No pacing logic. The evidence gate is the lock. Every tool has an absolute limit — no inference without primary source, no family members, no editorial content, no calls for resignation, no physical demonstrations, no action without citizen attestation. The limits are what make every tool land.
