Adoption tracker · official bill text vs. VFA proposals

Moved toward VFA's proposal

Every day, the tracker reads each new official text version and amendment of bills that have a published VFA SI Solution. When new bill text includes a provision VFA proposed earlier, the evidence goes here, side by side, with dates, versions, and links to the official text.

This log records where new official bill text contains a provision that matches one VFA proposed earlier. Matching text does not show why the change was made; Congress drafts from many sources, and VFA does not claim credit for any change.

The tracker is watching 209 bills with a published VFA SI Solution and has 562 official text versions and amendment records on file. A match appears here only when a bill version dated after VFA’s proposal adds text that matches it, with verbatim evidence from both sides. An empty log is the expected result most days.

How the tracker decides

  1. Watch. Once a day it lists the Congress.gov text versions and amendments of every bill with a published VFA SI Solution, and stores each new version with a SHA-256 hash of its text.
  2. Only later text counts. A version is compared only if it is dated after the day VFA published its proposal, and only the passages that are new relative to the bill’s previous version are considered.
  3. Deterministic pre-filter. A new passage must use the legal wording of a provision type VFA proposed (spending or size cap, sunset date, oversight and reporting, data safeguards, eligibility limits, funding mechanism, enforcement) and share a concrete detail with VFA’s text: a number, period, or at least two key terms.
  4. Independent SI judgment. A separate SI reviewer applies a strict rubric and must quote the exact new bill text and the exact VFA provision. Routine boilerplate is not a match.
  5. Verbatim check in code. Both quotes are checked character for character against the stored official text and the published Solution. The bill quote must not appear in the previous version.
  6. Conservative threshold. Only matches with strength 4 of 5 or higher, confidence of at least 0.85, and a shared number or three shared key terms are published. Everything else stays on an internal list.
