Revised Executive Order: President's Military Spouse Commission

By the authority vested in me as President by the Constitution and the laws of the United States of America, including Article II, Section 1, and Section 3, and in order to improve the lives of military spouses through coordinated federal policy, it is hereby ordered as follows: Section 1. Establishment. There is established the President's Military Spouse Commission (Commission). The Commission shall consist of not more than 15 members appointed by the President, including representatives of the Department of Defense, Department of Veterans Affairs, Department of Labor, and other relevant agencies, as well as private-sector experts and military spouse advocates. The Commission shall be purely advisory. It shall study existing federal programs affecting military spouse employment, education, licensure portability, and mental health, and shall deliver a report to the President within 18 months of its first meeting, with recommendations for legislative or administrative action. Section 2. Funding. The Commission shall be funded from existing appropriations of the Executive Office of the President, not to exceed $2 million in total over its lifetime. No new funds are appropriated. Section 3. Oversight. The Director of the Office of Management and Budget shall review the Commission's operations annually to ensure compliance with this order and efficiency of expenditure. The Commission shall provide quarterly status updates to the Assistant to the President for Domestic Policy. Section 4. Sunset. The Commission shall terminate 2 years after the date of this order, unless renewed by joint resolution of Congress. Any records and property shall be transferred to the National Archives. Section 5. Judicial Review. This order is intended only to improve the internal management of the executive branch. It does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its agencies, its officers, or any other person. Challenges to the Commission's procedural compliance with this order may be brought under the Administrative Procedure Act, 5 U.S.C. § 701 et seq., but only after exhaustion of administrative remedies before the Commission.
