Revised Executive Order: Targeted Sanctions on Cuban Repressors Under the International Emergency Economic Powers Act

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (IEEPA, 50 U.S.C. 1701 et seq.), the National Emergencies Act (50 U.S.C. 1601 et seq.), the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (22 U.S.C. 6021 et seq.), and the Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.), I hereby declare a national emergency to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States posed by ongoing repression in Cuba and related threats. Section 1. The following persons are blocked and may not be dealt with by U.S. persons: (a) current or former Cuban government officials or military personnel responsible for human rights abuses, including arbitrary detentions or violence against protesters; (b) entities owned or controlled by such persons; (c) persons determined to have materially assisted, sponsored, or supported threats to U.S. security from Cuban territory, such as cyber operations or migration weaponization. Treasury's Office of Foreign Assets Control (OFAC) shall publish a list of designated persons within 30 days. Section 2. Implementation. (a) The Secretary of the Treasury is authorized to implement this order via regulations, licenses, and orders. (b) All agencies shall take steps to enforce, including visa restrictions by State and export controls by Commerce. (c) This order expires 5 years from issuance unless renewed by further order after congressional review. Section 3. General Provisions. (a) Nothing in this order impairs judicial review. (b) Oversight reports due annually to congressional intelligence and foreign affairs committees. (c) Effective immediately.
