Section 1. Short Title. This Act may be cited as the 'Regenerative Agriculture and Farm Resilience Act of 2026'. Section 2. Definitions. In this Act: (1) 'Regenerative agriculture' means farming and grazing practices that, among other things, improve soil health, increase biodiversity, enhance water retention, and sequester carbon. (2) 'Eligible entity' means a farm, ranch, or agricultural cooperative, or a nonprofit organization that provides technical assistance to such entities. Section 3. Grant Program. (a) Establishment. The Secretary shall establish a competitive grant program to support the adoption of regenerative agriculture practices. (b) Uses. Grants may be used for: (1) implementation of practices such as cover cropping, no-till farming, rotational grazing, and agroforestry; (2) technical assistance and education; (3) monitoring and reporting of environmental outcomes. (c) Priority. Priority shall be given to applications that demonstrate measurable improvements in soil organic carbon, water quality, or biodiversity, and that involve small or medium-sized farms. Section 4. Funding. (a) Authorization of Appropriations. There is authorized to be appropriated $500,000,000 for fiscal year 2027, to remain available until expended. (b) Source.
