USMMA Athletics Authorization and Oversight Act of 2025

Section 1. Short Title. This Act may be cited as the 'USMMA Athletics Authorization and Oversight Act of 2025'. Section 2. Findings. Congress finds that intercollegiate athletics at the United States Merchant Marine Academy (USMMA) promote physical fitness, leadership, and teamwork consistent with the academy's mission to train merchant marine officers. Section 3. Authorization. The Secretary of Transportation, acting through the Maritime Administration, may authorize and support intercollegiate athletics programs at USMMA. Such programs shall be incidental to the academy's primary academic and training mission. Section 4. Funding. Funding for intercollegiate athletics under this Act shall be derived from existing appropriations for the Maritime Administration and shall not exceed $2,000,000 per fiscal year. No additional appropriation is authorized. Section 5. Oversight. The Maritime Administration shall submit an annual report to the Committees on Transportation and Infrastructure of the House and Senate detailing athletics expenditures, participation rates, and an assessment of how athletics support the academy's mission. The Comptroller General shall conduct an audit upon request of either committee. Section 6. Sunset. The authority granted by this Act shall expire 5 years after the effective date, unless reauthorized by Congress. Section 7. Effective Date. This Act shall take effect 90 days after enactment.
