Reciprocal Dairy Trade Enforcement Act of 2026
Impose additional duties on Canadian products to offset Canadian discrimination against U.S. commerce in dairy.
Bipartisan rationale: Both parties would prefer a legislative framework over unilateral executive action because it restores congressional authority over trade (Republican priority: Article I integrity) while ensuring due process, worker compensation, and compliance with international agreements (Democratic priorities: fairness, trade adjustment assistance, rule of law). The bill includes a congressional approval mechanism, limiting executive overreach, and creates a fund for affected farmers, addressing rural economic concerns. It also requires a WTO dispute resolution step, appealing to free-trade proponents on both sides.
