Reciprocal Trade Enforcement Act of 2026
To offset Canadian discrimination against the commerce of the United States with respect to alcoholic beverages by imposing additional duties on Canadian alcoholic beverage imports.
Bipartisan rationale: Both parties prefer this statute over unilateral executive action because it restores Congress's constitutional role in setting tariffs, ensures due process through investigation and public hearing, includes oversight and sunset to prevent indefinite trade wars, and provides a clear judicial review path. Democrats gain worker protections and congressional accountability; Republicans gain trade reciprocity and limits on executive discretion.
