Commercial Aircraft and Engine Supply Chain Security and Fair Trade Act

Protect domestic manufacturers of commercial aircraft, jet engines, and parts from import competition and reduce reliance on foreign suppliers for national security reasons.

Bipartisan rationale: Democrats gain worker protections, environmental and labor input via the Commission, and a clear congressional check on executive trade actions. Republicans gain a predictable, rules-based process that respects free-trade principles while allowing targeted national security measures, avoiding unilateral tariffs that could trigger retaliation. Both parties prefer this over a unilateral proclamation because it restores congressional authority under Article I, provides due process for stakeholders, and ensures the policy is sustainable beyond one administration.
