What H.R. 9342 does, in plain terms
GPO Modernization Act of 2026 This bill revises certain programs and operations of the Government Publishing Office (GPO). The bill also revises a Library of Congress (LOC) requirement related to the publication of the Constitution Annotated. Specifically, the bill revises the Federal Depository Library Program (FDLP) through which GPO provides long-term public access to federal publications. Among other changes to the FDLP, the bill (1) updates statutory references within the FDLP to include references to government public information in all formats, including digital; and (2) removes a requirement that a depository library must maintain a specified minimum number of books. Additionally, the bill requires GPO's Superintendent of Documents to (1) provide descriptive cataloguing records for government public information, which must include metadata; and (2) protect the privacy of individuals using the digital repository system. Among other changes to GPO operations, the bill redesignates the Joint Committee on Printing (which oversees GPO) as the Joint Committee on Publishing and updates the relevant statutory references, specifies that GPO may provide publishing services, allows GPO to accept gifts, increases the statutory simplified acquisition threshold for GPO purchases, and updates certain employee leave carryover and compensation rules. The bill also replaces the requirement for LOC to prepare hardbound versions of the Constitution Annotated and supplements with a requirement for LOC to instead prepare digital versions and publish them online. The new requirement applies to the supplement after the Supreme Court term beginning October 2026 and all subsequent editions.

SI-generated grade · five published checks · not individually reviewed by a person · methodology
The GPO Modernization Act of 2026 is a routine administrative and operational update to the Government Publishing Office and the Library of Congress. It operates squarely within Congress's enumerated powers to manage its own internal affairs and the federal printing system, does not infringe on any constitutional rights, and does not centralize power beyond the federal level where it already resides. The bill's provisions, including the shift to digital publication of the Constitution Annotated, are consistent with constitutional principles.
-
✓ Passes · Enumerated powers
Congress has explicit constitutional authority to manage its own operations and the federal printing system. Article I, Section 8, Clause 18 grants Congress the power to make all laws which shall be necessary and proper for carrying into execution its enumerated powers. Additionally, the Constitution itself (Article I, Section 5) gives each house the power to determine the rules of its proceedings… -
✓ Passes · Bill of Rights
The bill does not implicate any of the first ten amendments. It does not restrict speech, religion, assembly, press, petition, arms, quartering, or trial rights. The provision requiring the Superintendent of Documents to protect the privacy of individuals using the digital repository system actually enhances privacy protections, which aligns with the spirit of the Fourth Amendment's protection aga… -
✓ Passes · Individual sovereignty
This bill does not restrict individual liberty. It concerns the internal operations of the federal government's publishing and library functions. The privacy protection requirement for digital repository users is a safeguard for individual autonomy. There is no restriction on personal property, speech, labor, or belief. -
✓ Passes · Decentralization
The bill does not consolidate decision-making at a higher level of government; it merely updates the operations of an existing federal agency. The Federal Depository Library Program is a federal program that distributes publications to local libraries, which is a decentralized approach to public access. The shift to digital publication of the Constitution Annotated actually increases accessibility… -
✓ Passes · Due process and takings
The bill does not deprive any person of life, liberty, or property without due process of law, nor does it take private property for public use without just compensation. It is an administrative update that does not affect individual rights or property interests. The procedural changes are internal to the government and do not implicate the Fifth Amendment.
