Constitutional basis

Why both sides can back it (VFA’s assessment)

Honors Democratic priorities of recognizing historical contributions, especially of a Japanese American community member, and Republican priorities of fiscal restraint and limited government by imposing a sunset clause and using existing funds without new appropriations.
