SAAMI Centennial Recognition Act of 2025

The measure, as described from the official record: To honor the 100-year history of the Sporting Arms and Ammunition Manufacturers' Institute and to acknowledge its role in developing voluntary safety standards for firearms and ammunition.

The proposal

The Congress finds that the Sporting Arms and Ammunition Manufacturers' Institute, Inc. (SAAMI) has, for 100 years, voluntarily developed and maintained safety, interchangeability, and performance standards for the firearms and ammunition industries. This Act formally recognizes SAAMI's centennial and encourages its continued work. Within 30 days of enactment, the Secretary of Commerce shall issue a certificate of recognition to SAAMI, to be displayed at its headquarters. No federal funds are appropriated for this recognition; the certificate shall be produced from existing Department of Commerce supplies. This Act shall expire five years after enactment, at which time Congress may renew recognition by joint resolution. The Comptroller General shall include in its annual report to Congress a one-paragraph summary of SAAMI's ongoing standards activities, at no additional cost. The Secretary of Commerce is authorized to accept voluntary donations of materials for the certificate, but no federal funds shall be used for its production or mailing.

Constitutional basis

Why both sides can back it (VFA’s assessment)

Honors both Democratic priorities of recognizing voluntary safety standards and industry accountability, and Republican priorities of celebrating private-sector initiative and avoiding new federal spending or mandates. No regulatory burden, no new taxes, and no expansion of federal power.
