National Naloxone Awareness Day Resolution — Strengthened with Community Funding Incentive

The measure, as described from the official record: Designate a single day, June 6, 2026, as National Naloxone Awareness Day, to promote public awareness of naloxone as a tool to reverse opioid overdoses.

The proposal

SECTION 1. SHORT TITLE. This resolution may be cited as the 'National Naloxone Awareness Day Resolution of 2026'. SECTION 2. SENSE OF CONGRESS. It is the sense of Congress that— (1) naloxone is a life-saving medication that reverses opioid overdoses when administered promptly; (2) increasing public awareness of naloxone and reducing stigma around its use can prevent overdose deaths; (3) federal, state, local, and tribal governments, as well as community organizations, should use June 6, 2026, to provide education and training on naloxone administration. SECTION 3. DESIGNATION. June 6, 2026, is designated as 'National Naloxone Awareness Day.' SECTION 4. SUPPORT FOR COMMUNITY AWARENESS EVENTS. To further the awareness goals of this resolution, the Secretary of Health and Human Services is authorized to make grants to states and Indian tribes to support community-based naloxone awareness events held on or around June 6, 2026. Grant funds may be used for public service announcements, training materials, and the purchase of naloxone for distribution at such events. SECTION 5. FUNDING. There is authorized to be appropriated $5,000,000 for fiscal year 2026, to remain available until expended, to carry out Section 4. Funds shall be derived from unobligated balances in the Public Health and Social Services Emergency Fund.

Constitutional basis

Why both sides can back it (VFA’s assessment)

Democratic priorities honored: Direct federal investment in harm reduction and community-based public health initiatives; supports underserved communities and tribal nations. Republican priorities honored: Narrow, one-time funding derived from existing appropriations, not new revenue; minimal federal footprint with state/tribal flexibility and strict reporting requirement; promotes personal and community responsibility rather than mandates.
